CALL FOR JOINT MULTILATERAL PROPOSALS LAUNCHED BY THE EURASIAN ASSOCIATION FOR THE PROMOTION OF SCIENTIFIC RESEARCH

1. Description of the Call

The aim of the Call is to support scientific research aimed at solving the urgent problems of the Eurasian region, which can most efficiently be solved through multilateral cooperation.

National Participant - teams of researchers and institutions from the country of the member-organization of the Eurasian Association for the Promotion of Scientific Research (EAPR), which is part of the organizers of the present Call. The national participant must meet the requirements of the relevant national funding organization of the EAPR.

The Organizers of the Call are the member-organizations of the EAPR participating in the present Call.

International Scientific Consortium is an association of at least three National Participants from three different countries. National Participants agree among themselves on the content of the research, the title of the scientific project, the involvement of each National participant in the project.

The Coordinator of the International Scientific Consortium is one of the leaders of the National Participants of the International Scientific Consortium, selected by agreement to submit the project to the Secretariat of the EAPR Call.

General application is the application submitted by the Coordinator of the International Scientific Consortium to the Secretariat of the EAPR Call.

National applications are the applications submitted by National Participants to the respective Organizers of the Call.

1.1. Organizers of the Call.

The organizers of the present Call are the following members of the Eurasian Association for the Promotion of Scientific Research (EAPR):

  • Science Committee of the Ministry of Education, Science, Culture and Sports of the Republic of Armenia (Science Committee (SC) of the RA), Republic of Armenia;
  • Belarusian Republican Foundation for Fundamental Research (BRFFR), Republic of Belarus;
  • Vietnam Academy of Science and Technology (VAST), Socialist Republic of Vietnam;
  • Ministry of Education, Culture, Science and Sport of Mongolia (MECSS of Mongolia), Mongolia;
  • Russian Foundation for Basic Research (RFBR), Russian Federation;
  • Ministry of Innovative Development of the Republic of Uzbekistan (MID RU), Republic of Uzbekistan.

1.2. Research areas of the Call.

Projects in the following research areas can be submitted in the frames of the present Call:

  • Biodiversity and bioactive compounds.
  • Laser physics and nonlinear optics.
  • Interdisciplinary research of current problems of Eurasia by methods of social and human sciences.
  • Interdisciplinary research aimed at the study, preservation and restoration of historical and cultural monuments.

Organizers accept applications in accordance with Table 1.

1.3. Announcement of the Call

The Announcement of the Call is published by the Secretariat atwww.eapi-science.org. Each Organizer of the Call simultaneously launches the Call in accordance with its own rules. The Call is open for the Proposals submitted by International Scientific Consortiums, which include at least three participants from three countries. Each of the National Participants of the Consortium must comply with the requirements of the respective Funding Organization participating in the EAPR Call. To clarify these requirements, the Consortium Participants should refer to the relevant national announcement or contact a representative of the respective Organizer of the Call.

1.4. Financial support

EAPR members participating in the Call allocate funds to support their National Participants (teams or organizations) only. The terms and conditions for financial support may vary from country to country. Each Organizer of the Call allocates funds in accordance with its own rules.

The duration of joint research projects is 2 or 3 years. Project Start Date - Third Quarter of 2020.

2. Application

Each joint proposal must be carried out by the International Scientific Consortium, consisting of at least three participants from different countries represented by the Organizers of the Call. The participants of each Consortium select one Coordinator of the International Scientific Consortium, who submits the General Application to the Secretariat.

The General Application (http://eapi-science.org/docs/zayavka20.docx) is submitted by the Coordinator of the International Scientific Consortium to the Secretariat by filling in the application through the electronic application system at (http://eapi-science.org/submit). The general application is filled out in Russian.

In addition to the General Application, each National Participant must submit a national application to the respective Organizer of the Call.

The general application should include the following information:

  1. Name of the joint international Project.
  2. Brief description of the Project.
  3. Estimated duration of the Project.
  4. Information about the members of the International Scientific Consortium.
  5. The planned budget of the Project.

National applications are submitted in accordance with the rules and requirements of the respective Organizer. These requirements can be found in more detail on the information platforms of the respective Organizers or by contacting the representatives of the Organizers (Section 5 of the Announcement).

A project proposal will fall out of the Call if the General application or respective national applications were not submitted on time.

2.1. Preparation of application forms

Applicants participating in the International Scientific Consortium should agree on the project goals, plan of the research, the title of the project and select a coordinator. Based on these arrangements, applicants must complete both the General Application and national applications.

2.2. Submission of the General Application

Applicants must submit a General Application to the Secretariat using the electronic application submission system from 10:00 (Moscow time, UTC + 3) November 20, 2019 to 15:00 (Moscow time, UTC + 3) January 15, 2020 - http://eapi-science.org/submit.

To submit a General Application, the coordinator of the International Scientific Consortium must register in the electronic submission system at http://eapi-science.org/submit (if this has not been done previously), create an application in his account and fill in the relevant online forms. When filling in the online forms, the applicant must attach the General application in *pdf format in the appropriate field.

Applications submitted to the Secretariat by any other means, such as post, e-mail, fax, telex, etc., will not be considered.

National applications are submitted in accordance with the rules and requirements of the respective Organizers.

When submitting national applications, the applicants must inform the Organizers about the code under which the General Application has been registered by the Secretariat.

2.3. Acceptance of applications by the Secretariat

After filling in and submitting the General application using the online system, the application will be assigned a number, which should be indicated by the participants of the International Consortium when submitting National Applications. If it is necessary to make changes before the deadline for submission of the applications, the Coordinator may edit the application and make the appropriate changes. Registration of applications, as well as editing of applications are not allowed after the deadline for the submission of applications.

3. Review of applications

3.1. Rules for Review

Each Organizer of the Call shall conduct a review of the submitted National Applications in accordance with its own rules and procedures. The decision to support the joint research projects will be made on the basis of the results of the review of National Applications.

3.2. Criteria for Review

During the examination of National Applications, the following criteria will be taken into account:

  • Relevance of the research.
  • High level and novelty of the planned research.
  • Management rationale, methodological approach, feasibility and appropriateness of the joint research plan.
  • Additional benefits that can be expected as a result of multilateral international scientific cooperation.
  • Balance of cooperation among project participants.
  • Competence and expertise of teams, mutual reinforcement of the participants of the international consortium, knowledge and experience for the implementation of the project.
  • Appropriateness of the requested amount of funding.
  • The value of the expected results: from the point of scientific, technological, economic, public, etc.
  • Involvement of young scientists in the project.

3.3 Announcement of the Supported Projects

The results of the Call will be announced in the second quarter of 2020.

The results of the Call will be published on the website of the Secretariat and on the information platforms of the EAPR member organizations acting as the Organizers of the Call.

4. Scientific reports on the project implementation

During the implementation of projects Coordinators of international scientific consortia and heads of National Participants (teams or institutions) submit the following reports:

4.1 Interim Reports

4.1.1. Interim Report on the Implementation of the Joint Research Project:

Interim reports are not submitted to the Secretariat.

4.1.2. Interim reports submitted to the Organizers:

Each National Participant reports to the Organizer, which finances the implementation of the project, in accordance with its respective rules and procedures.

4.2. Final reports

4.2.1. Final Report on the Implementation of the Joint Research Project:

After the completion of the joint project, within one month the Consortium coordinator submits to the Secretariat a final report on the results obtained during the implementation of the project. Reports will be reviewed by the representatives of the Organizers.

4.2.2. Final reports submitted to the Organizers:

Each National Participant shall report to the Organizer, which finances the implementation of the Project, in accordance with its respective rules and procedures.
